When an IP address or an interface is used in a configuration item, that configuration has to be changed before the IP address or interface can be removed. The error messages are not very clear as to where the configuration exist so here are a list of configuration areas to check.
Note: Generic entries for 'All external' or 'All internal' will not interfere with removing IP's or interfaces.

Network » Configuration » Link Load Balancing
If a pool has been created that includes the IP or interface, the pools will have to be reconfigured before the IP address can be removed. See the help topic, Creating and assigning link load balancing pools. -
Network » Configuration » Source NAT & LLB rules
Same as above, if an interface or IP address is used in a configuration on this page, change it before removing or changing the IP address or interface. See the help topic, Adding exception rules for traffic generated by the Smoothwall Filter and Firewall. -
Network » Configuration » DNS
The DNS settings can also reference an interface or IP address. Check here if the IP address or interface that is giving an error is in use and change the configuration. See the help topic, Adding new DNS forwarders or hosts. -
Network » Configuration » Port forwards
Existing port forward configurations using the IP address will have to be changed before the IP address can be removed. See the help topic, Adding port forward rules. -
Network » VPN » IPSec subnets/road warriors (Leeds and prior only)
Any IPSEC tunnels using the IP address for incoming connections will also need to be changed before the IP address can be removed. See the help topics, Creating an IPsec Tunnel and Configuring the IPsec road warrior connection. -
Bandwidth » Control » Interfaces
In the bandwidth module, any interfaces setup using the IP address will have to be changed or removed before the IP address can be deleted. See our help topic, Creating new bandwidth limits for interfaces. -

In the Smoothwall access rules, any rules here specifically listing the IP address or interface has to be changed or deleted. See our help topic, Adding new Smoothwall access rules. - Services » Intrusion system » IDS

Any static rules using the interface or IP address will need to be removed as well. See our help topic, Creating subnet rules. -
SIP Proxy
If a SIP proxy has been configured on the IP or interface that needs to be changed in Services - Proxies - SIP. -
IDex client interfaces
Finally, if an iDex client interface has been configured on the IP/interface then that needs to be changed as well - this is found in Guardian - Client interfaces - iDex client
That should be all the configurations that can interfere with the removal or editing of existing interfaces. If an IP address is changed, these steps should not be needed but removal will require existing configuration being adjusted so this IP/interface is no longer in active use.
